That's at least how it tended to work in RTW and M2TW. If a sale did end up going through the AI would make no real effort to garrison the city and, just like before, rebels would come along and snatch it up.

I recall plenty of times trying to sell provinces to allies and them not accepting even when I would offer them up free of charge.

Trying to sell provinces to the AI was equally frustrating. There was also the issue of rebel armies springing up if you couldn't get a garrison there in 2 or 3 turns, they'd take it over, and then either the player would have to assault the city or the AI faction you bought it from (or other faction) would swoop in and take it. If they wanted to sell you a province it would be at an incredible price you couldn't pay and if you could pay it the campaign AI would occastionally for some reason treat it as a conquest (despite being at peace) and declare war on you to retake it. The AI just never seemed to use it or react to it very well. It was a tad useless to be honest though.
